The Kahnawake Gaming Commission is the one casino regulator based in Canada that most international players have heard of. It sits in the Mohawk Territory of Kahnawake, just outside Montreal, and it has been licensing online gambling for almost as long as online gambling has existed. Many of the casinos Canadians play at outside Ontario hold its licence.
This page explains how the Commission works, what its licence means for you, and how to use its complaints process.
Quick answer: The Kahnawake Gaming Commission was set up in 1996 and licenses online casinos from the Mohawk Territory near Montreal. It publishes yearly complaint figures: in 2025, it handled 756 valid complaints and upheld about 20% in the player’s favour. It is a solid offshore licence, but it isn’t a provincial regulator, so Ontario and Alberta players should use provincially licensed sites.
What Is the Kahnawake Gaming Commission?
The Kahnawake Gaming Law was enacted on June 10, 1996, and the Commission has regulated gaming in the territory since then. It operates under the Mohawk Council’s jurisdiction, separate from provincial gambling regulators. Licensed operators are known as Authorized Client Providers, and they must follow its Regulations Concerning Interactive Gaming.
Its status is unusual. The Commission treats Kahnawake as a sovereign jurisdiction, while Canadian provinces regulate gambling under their own laws. A Kahnawake licence therefore does not make a site legal in Ontario or Alberta, where provincial rules apply. Our explainer on provincial versus offshore casinos covers the wider picture.
What the 2025 Complaint Numbers Show
The Commission publishes a dispute summary every year, which many regulators do not. For 2025:
| Measure | 2025 |
|---|---|
| Incoming inquiries | 1,143 |
| Not accepted as valid complaints | 387 |
| Valid complaints | 756 |
| About late, delayed or refused payment | 598 |
| About locked or closed accounts | 37 |
| About site fairness | 39 |
| Resolved by year end | 746 |
| Upheld for the player, in whole or part | 150 (about 20%) |
| Dismissed as unfounded | 596 |
Two things stand out. Payment problems are by far the main complaint, which tells you what to watch for. And four in five complaints are dismissed, so a complaint is not a guaranteed win. Still, 150 players got at least part of what they asked for, and we can only say that because the Commission publishes the numbers.
How to File a Complaint
- Complain to the casino first, in writing, and keep the replies.
- Check the timing. Complaints must reach the Commission at least 7 days and no more than 6 months after the issue arose.
- Write to the Commission through its website’s complaints section, with your identity and full details.
- Expect an acknowledgement within 24 hours, with the operator normally required to respond within 7 days.
- Await the decision. The Commission can dismiss the complaint, uphold it, or direct the operator to act.
The complaint rules were amended in 2026, so check the current text on the Commission’s site. Our explainer on resolving casino disputes shows how to prepare a strong complaint.
How to Check a Kahnawake Licence
Look for the Commission’s seal and the operating company in the casino’s footer, then search the licensee list on gamingcommission.ca. Make sure the company and the domain match. If the seal does not link to the Commission, or the casino is not listed, treat that as a warning sign.

We place it below provincial licences, which sit inside Canada’s regulated framework, and alongside or slightly below Malta. Our casino licence comparison covers all of them, and players in Ontario should start with our page on iGaming Ontario licensing. Our list of real money casinos in Canada shows which licence each brand uses.
