Leon is a long-running casino and sportsbook open to Canadian players, with 20,000+ games, Interac and an app, though it is not licensed in Ontario. Its own terms name an Anjouan licence and cap withdrawals by how much you have deposited, starting at €250 a week and €1,000 a month.
Leon is one of the older names in online betting. Its footer dates the brand to 2008, when it started as a sportsbook, and it has since added a casino with more than 20,000 slots and live games. It accepts Canadian players, takes Interac and has a mobile app. Our earlier review could not say who regulates it, because review sites disagreed. This time we read Leon’s own footer and terms, and they answer the question clearly. They also contain a withdrawal policy that matters more than anything else on this page.
Quick take: Leon is run by a Belize company under a licence from Anjouan, one of the lightest regulators in online gambling. Its terms cap withdrawals according to how much you have deposited: new players can take out no more than €250 a week and €1,000 a month. The terms also allow a 5% charge on your deposits if your play is judged insufficient. The game library and sportsbook are excellent, but those rules make Leon a casino for small balances only.

Licensing: What Leon’s Own Site Says
Our previous review listed four different licences that other sites had attributed to Leon, from Curaçao to Kahnawake to the UK. Leon’s footer and terms settle it. The site is “owned and operated by Jade Reef Ventures Corp.”, a company registered in Belize, and it operates under licence ALSI-202410001-FI1 from the Government of the Autonomous Island of Anjouan, part of the Union of Comoros. A Cyprus company, Chessmate Limited, handles payments, and the terms say Anjouan law governs your account. Jade Reef Ventures is a real, active Belize company, with a legal entity identifier first issued in August 2024. The older claims most likely describe previous operators of the brand, or are simply wrong.
What an Anjouan Licence Means
Anjouan licences are quick and cheap to obtain, and the regulator has very little record of stepping in on behalf of players. We could not find a public register where Leon’s licence number can be checked. In practice, if you have a dispute with Leon, there is no regulator you can realistically take it to. That does not mean Leon will not pay you, but it means its own terms are the only rules that protect you, so they are worth reading closely. The rest of this review does that.
Leon is not registered with iGaming Ontario, so Ontario residents should use a site from our list of legal Ontario casinos. Players in Alberta now also have a provincially licensed market to choose from. Our comparison of provincially regulated and offshore casinos explains the difference a stronger regulator makes.
Withdrawal Limits: The Rule That Matters Most
Leon’s terms set a “Tiered Withdrawal Policy”. How much you can take out depends on how much you have put in over the life of your account:
| Tier | Who it applies to | Per week | Per month |
|---|---|---|---|
| Tier 1 | Total deposits below €500 | €250 | €1,000 |
| Tier 2 | Total deposits of €500 to €5,000 | €500 | €2,000 |
| Tier 3 | Total deposits above €5,000, or VIP status | €1,000 | €4,000, or by arrangement |
What That Means in Practice
Say you deposit €200 over a few weeks and land a €5,000 win on a slot. As a Tier 1 player, you can withdraw €1,000 a month, so it takes five months to get all of it out, and the balance sits with an offshore operator the whole time. Even at Tier 3, the same win takes more than a month. Leon also says it can move you between tiers at its discretion, without explaining why, and add further limits during internal reviews. For comparison, our page on high-stakes casinos in Canada lists withdrawal caps at other casinos we review.
The only way to raise your limits is to deposit more. Leon’s VIP page offers a “fast track” to VIP status for a single deposit of €3,000. That is a poor reason to deposit. Raise your limits by playing somewhere with better ones instead.
Other Rules in the Terms
- 5% commission: Leon can keep 5% of your total deposits when you withdraw if it decides your gaming activity was insufficient. For sports bets, it gives odds below 1.6 as an example.
- Card deposits: if you deposit by card, you must wager the full deposit before you can withdraw.
- Withdrawal method: Leon can insist on paying you back through the method you deposited with.
- Verification: withdrawals can be held during security checks, and Leon may ask for extra documents such as a photo of you holding your passport.
- Jackpots: network jackpot wins are paid once Leon receives the money from the game provider.
- Dormant accounts: a fair point in Leon’s favour. After 12 months of inactivity your balance is kept intact, with no dormancy fees.
Our fast payout casinos page lists sites with far higher limits.
The Welcome Bonus
Leon’s welcome package has been advertised to Canadians as up to C$4,500 over three deposits: 100% up to C$500, then 70% up to C$1,000, then 150% up to C$3,000. Other pages quote smaller versions, and Leon’s promotions page showed no current offers when we checked it, which may depend on where you view it from. The offer shown in your account is the one that applies.
How Leon’s Bonuses Work
Leon’s casino rules describe several kinds of wagering, so read which one applies to your offer:
- Bonus only: a C$100 bonus at 10x needs C$1,000 in bets.
- Deposit plus bonus: the deposit counts too, which can double the total.
- Free spin winnings: the winnings are wagered, not the spins. One free spins offer in Leon’s app asks for 15x within seven days.
- Deposit only: you wager your deposit a set number of times to release the bonus.
Some bonuses are played from a separate bonus balance. All winnings stay in it until wagering is complete, and if that balance drops below $0.20 the bonus simply ends. The maximum bet while wagering is $7 unless the offer says otherwise, and only one bonus is allowed per household or IP address. One earlier review reported 50x wagering on deposit plus bonus for the welcome package. If that applies to your offer, a C$100 deposit with a C$100 bonus would need C$10,000 in bets, and the withdrawal tiers would then limit how fast you could take out any winnings. Our explainer on welcome bonus wagering requirements shows how to work through the numbers.
Games, Sportsbook and App
Leon advertises more than 20,000 slots and live games, which puts it among the largest libraries we review. Slots dominate, with a full live casino and crash games such as Aviator. The sportsbook covers 30+ sports, along with esports, virtual sports and poker, all from one account. Leon also runs a loyalty programme for slots and live casino play. You earn points with a multiplier that rises with your level, up to three times at the top Legend level. There is a mobile app for Android as well as the mobile site. Our slots hub and live casino hub explain how to compare libraries this size.
Payment Methods
Leon accepts Canadian dollars, and its site lists Interac along with cards, Skrill, MiFinity and Paysafecard. Our earlier review said crypto was supported, but we found no crypto among the currencies or methods in Leon’s terms, so check the cashier if that matters to you. The minimum deposit is very low, and the minimum withdrawal is the equivalent of a few dollars. Whatever method you use, the withdrawal tiers above apply. Our payment methods hub compares the options.
Responsible Gambling and Support
Leon’s account settings include a good range of controls. You can set deposit, bet and session limits, limit your time in game, take a break, restrict yourself from parts of the site, or self-exclude, and there is a self-assessment test. Support is available through live chat and at help@leon.bet. Free, confidential help is available from ConnexOntario (1-866-531-2600) and your provincial helpline.
Pros and Cons
What we like:
- One of the biggest libraries we review, with 20,000+ slots and live games
- Sportsbook, esports, poker and casino in one account, with an app
- Interac and Canadian dollars accepted
- A wide set of responsible gambling controls
- No fees on dormant accounts
What holds it back:
- Licensed in Anjouan, with no realistic route for complaints
- Withdrawals capped from €250 a week and €1,000 a month for new players
- Limits rise only as you deposit more
- A 5% commission clause on deposits if play is judged insufficient
- Not licensed in Ontario
Our Verdict
Leon has an outstanding game library and sportsbook, and it is easy to use with Interac. But its own terms work against anyone who wins. Withdrawal limits that start at €1,000 a month, rise only with more deposits and sit under one of the weakest licences available make it hard to recommend for anything beyond small, casual play. If you want a casino and sportsbook in one place with stronger oversight, Betway and TonyBet are safer starting points. Our real money casinos page lists more.
